Chief Information Commissioner
Aditya Swarup (Retd. IAS) was born on 1st of December' 1954, he underwent his secondary education from Lucknow, U.P. Having completed his graduation and post-graduation in Physics and mathematics both from the Allahabad University, He started his professional career as a lecturer of Mathematics in Ewing Christian College under Allahabad University. His further career in Indian Forest service, Indian Administrative Service and presently as State Chief Information Commissioner, Jharkhand State Information Commission reflect only a glance of his colossal versality. His regular involvement in various lecture programmes held in Shri Krishna Institute of Public Administration and creative writing of various Travelogues and Memoirs speak high of his creative instinct and multifarious intellectual dimension.

POST HELD AND BRIEF EXPERIENCE
(i) Five years as Lecturer of Mathematics in Ewing Christian College, a Constituent College of Allahabad University from 1975.
(ii) Got selected in Indian Forest Service in the year 1980 and was alloted Uttar Pradesh Cadre. Undergone training for two years (1980-1982) in Indian Forest College (Forest Research Institute), Dehradun. During the period of training, visited various places of the country and acquired knowledge about forestry and various local Socio-cultural heritage. By virtue of his posting and training in the natural environment he acquired a versatile and productive knowledge of various and social forestry aspects of plantation. He was posted in Meerut in Uttar Pradesh.
(iii) Consequent upon his selection in the Indian Administrative Service (IAS), he was posted as Sub-Divisional officer, Kishanganj, erstwhile subdivision of Purnea (Bihar) District. Served as Dy Development Commissioner, Bettiah and Gaya and District Magistrate-cum-Collector of Gaya (Bihar) during 1990-1992 and D.M. Bettiah (Bihar) during 1994-1995.
(iv) He was Divisional Commissioner of Tirhut Division at Muzaffarpur (Bihar) from 1998 to 1999 and Divisional Commissioner, Santhal Paraganas (Jharkhand) from 1999-2001.After formation of the State of Jharkhand, he was posted as Secretary,PHED, Secretary, Cabinet Co-ordination, Principal Scretary, Energy, Principal Secretary Welfare and Social Welfare Departments; Principal Secretary, Personnel, Administrative Reforms & Rajbhasha Dept. Also got the opportunity of working as Principal Secretary to Hon'ble Governor of Jharkhand. he retired as Additional Chief Secretary of Animal Husbandry and Fishery Deptt.
(v) During his posting as Principal Secretary in the Cabinet Co-ordination Department, the Rules of Executive Bussiness and process of approval of Plan/Scheme were simplified.During his prolonged posting in that Department, he got the opportunity of attending large number of Cabinet Meetings and gained prolific experience in the matter related to protocol.
(vi) During his posting in the Welfare and Social Welfare Departments, took initiative in getting speedy approval and implementation of welfare schemes for Scheduled Castes and Scheduled Tribes of the State.
(vii) As Principal Secretary, Personnel, Administrative Reforms and Rajbhasha Dept. and being the Controlling Officer in respect of Jharkhand Administrative Service, Secretariat cadre including Stenographer's Cadre, successfully discharged all functions. He took initiative for strengthening of the office of Chief Information Commissioner in the State and was associated with all the functional aspects such as formation of rules and regulation and other related issues for its smooth functioning.
(Viii) Delivered regular lectures during last ten years covering various aspects of general administration in the Shri Krishna Institute of Public Administration (SKIPA) to the various probationers / trainees who were selected by GOI / State Government from various services and cadres.
(ix) During his posting in Department of Animal Husbandry and Fishery as Additional Chief Secretary, he was instrumental in getting all the schemes approved in time.
(x) Took part in the Training Programs sponsored by the Department of Personnel & Training, Govt. of India in South Korea, Japan and twice in U.S.A.
(xi) Published a number of Travelogues and Memoirs.
